Allen County Sheriff Matthew B. Treglia has announced that the Allen County Commissioners have recently opted to remove themselves from declaring a State of Emergency when Allen County announces a Level 3 Snow Emergency. This allows the decision to go to a Level 3 to be expedited should the need arise. Should the county be in a state of emergency, which generally also requires assistance from the State of Ohio, the commissioners would then declare a state of emergency.
Pursuant to the Ohio Revised Code 311.07 and 311.08 the Sheriff can declare a snow emergency and temporarily close county and township roads within his jurisdiction for the preservation of the public peace. Attorney General Opinion 97-015 also allows the Sheriff to close state and municipal roads for the same purpose. Though Allen County used to request a declaration from county commissioners, the authority to shut down roadways due to inclement weather has always been within the sheriff’s authority. This authority has never been taken lightly. The most recent Level 3 was issued during the ice storm of 2005. Though Snow Levels are the responsibility of the Sheriff, the Sheriff will continue to consult with Allen County EMA Director Tom Berger and Allen County Engineer Brian Rhodes when accessing the county’s road conditions.
Effective immediately, Allen County, Ohio revised Snow Emergency Level 3:
LEVEL 3 – ROADWAY WARNING: Extremely dangerous conditions exist. The majority of State Routes and major roadways are impassible. Roadways are closed to non-emergency personnel. No one should be driving during these conditions unless it is absolutely necessary to travel or a personal emergency exists. All employees should contact their employer to see if they should report to work. Those traveling on the roads unnecessarily may subject themselves to arrest.
LEVEL 2 – ROADWAY WARNING: All roadways in Allen County are extremely dangerous due to heavy, drifted or blowing snow. Some roads may become impassable causing danger to stranded drivers and occupants. Only motorists with extreme necessity and specialized equipment should attempt to drive in these unsafe conditions. In the interest of public safety, motorists are strongly advised to stay off roadways until conditions improve.
At a Level 2 we ask that motorists limit their driving. By limiting the number of drivers on the road it reduces accidents, therefore first responders are available for other calls and emergencies. Furthermore, it allows road crews to work quickly and effectively at clearing our roadways. Allen County is fortunate, with our large population and work crews our roads are often cleared before our surrounding counties. At a Level 2 you will notice many county and City of Lima offices close or go on a delayed schedule. I would encourage businesses that are able to, to follow this lead.
LEVEL 1 – ROADWAY ADVISORY: Allen County roadways are snow or ice covered with possible drifting. Driving conditions are hazardous. Extreme caution is advised.
