Pandora council hears income tax presentation

Pandora council heard a presentation from a representative of Regional Income Tax Agency (RITA) on May 10. The agency provides services for municipal income tax collections for municipalities. Charles Hawk of RITA gave the presentation.

The agency handles all municipal tax matters, including annual returns, employer withholdings and delinquencies. Their costs are contingent on several criteria, such as the number of returns, the amount of taxes collected and litigation.

Hawk told the council that the best time to begin their services is Jan.1, but it takes approximately six months prior to the commencement date to have all the information in place. A worksheet will be prepared and submitted to RITA to give the council an apporximate cost for its services.

The Pandora Village Council met in Regular Session on Tuesday,
May 10, 2011 at 7:00 PM at the Municipal Building with Mayor, John Schlumbohm, presiding.

The meeting was opened with Pledge of Allegiance.

Motion was made by Mr. Painter, seconded by Mrs. Stall to approve the April 26, 2011 Minutes. Voting: All Yea.

Motion was made by Mr. Blank, seconded by Mr. Painter to approve the Treasurer's Report for April, 2011. Voting: All Yea.

Motion was made by Mrs. Stall, seconded by Mr. Fricke to approve the bills as presented. Voting: All Yea.

RESOLUTION NO. 2011-601:
A RESOLUTION TRANSFERRING FUNDS FROM THE GENERAL FUND TO THE PARK FUND.

Motion was made by Mr. Fricke, seconded by Mr. Painter to adopt Resolution No. 2011-601 as read for its third and final reading. Voting: All Yea.

Their costs are contingent on several criteria, such as the number of returns, the amount of taxes collected and litigation. Mr. Hawk stated the best time to begin their services is January 1st, but it takes approximately six months prior to the commencement date to have all the information in place. The Village Administrator reported on the following: 1) Marvin Steiner is back work as of Monday, May 9th.

2) Looking for Summer help primarily for mowing and general maintenance work.

3) Received a quote from Paul Burkholder as to painting the block building and the barn on Basinger Road.

If do the block building and paint it white the cost would be $2,950. To do color for both buildings to match the village administrator office building the cost would be $5,000. It was the consensus of the Council to contract with Paul Burkholder to paint both buildings the color to match the office building.

3) Village resident, Jeralding Perez, who resides at 118 East Main Street, would like to have a driveway on the east side of her property. To do this there would need to be a curb cut. The driveway will be concrete and they will also replace the sidewalk on either side of this curb cut. It was the consensus of the Council to approve of this curb cut.

4) The St. John Mennonite Church water/sewer project-a new ruling in the Ohio Revised Code, if a property is annexed then both sides of any street or road abutting said annexed property is to be maintained by the village, even if only one side of said street or road is in reality a part of the annexation. Thus, both sides of Road 4 abutting the St. John Mennonite Church property is to be maintained by the village.

Also if the property to be annexed would be extended to include the property to the south of the St. John Mennonite Church, then are the residences required to tap into the village's water and sewer systems. The current water and sewer ordinances will be researched to determine if any language in said ordinances address this matter.

5) The pickup truck is in need of repair. A new truck has been ordered and should be here soon. Thus, it was the consensus of the Council unless the repair to said truck is minor, no major repairs will be approved.

Motion was made by Mr. Blank, seconded by Mrs. Stall to excuse Mr. Vance and Mr. Hall from this meeting. Voting: All Yea.

With no further business to discuss, the meeting was adjourned upon a motion by Mr. Fricke, seconded by Mrs. Stall. Voting: All Yea.
